Make Money Online Machine

I want to start a Business in that, I lend money to people who need cash ASAP, to pay bills, buy stuff, etc. All you need is a Job and you get approved. I could start off small like 1-500, then if it goes good I can increase the amount. How much start-up money is needed and what else is needed?
